More than 28,000 teachers less in the last 4 years

The number of teachers in non-university public education has declined in more than 28,000 teachers in the last four years, according to the Public Education Syndicate (ANPE), due to the cuts in Education that have occurred during the economic crisis. This reduction of teachers has occurred mainly in terms of school support for students.

However, the loss of teaching professional in non-university public education, that is, Early Childhood, Primary and Special Education, ESO, Baccalaureate, Vocational Training courses and Initial Professional Qualification Programs, does not stop, because although they continue to be convened oppositions, of every 100 professors who retire only take up again 10 percent of the seats.

However, the call for competitions for teachers continues. Nine communities, among which are, Andalusia and Madrid, have already called opposition to the body of teachers for 2015, eight more than in 2014. As for secondary education, nine other regions have also offered places for teachers, according to the data published by the National Association of State Teachers (ANPE).

The reduction of the teaching staff

Currently, 67 percent of non-university educational centers are public and 71 percent of teachers work there. The 2012-13 academic year was the worst year for teachers, especially for public school teachers who, according to data published by the Ministry of Education, saw their presence in the classrooms shrink by 21,899 people.

This reduction is given since the entry into force of Royal Decree 14/2012 and Royal Decree 20/2012, which implements a series of measures such as the replacement of officials who cause sick leave, is at 10%, ratios by students, that labor casualties are not covered or that the replacement rate, or what is the same, according to a spokesperson of the Communication Secretariat of the National Association of State Teachers (ANPE).

Interim teachers with worse salaries

The places are covered with interim professors with worse economic conditions because they have a greater number of partial positions. In some communities the number of interns reaches 20%.
However, the School State Council in its 2014 Report on the Spanish educational system considers it positive to promote a wide range of public employment in education, by calling all the vacancies originated. It also asks that the criteria for hiring interim teachers be clarified.

The new proposal of the Ministry of Education for teachers does not seem to change this panorama since for the next course it plans to hire 2,000 scholars to carry out the support tasks in public schools.
